How do I get ECTS transferred for external courses?

If you want to take external courses (courses from PPHS, other universities in Switzerland, or universities abroad) you need to set up a learning contract in agreement with your supervisor. You can read more about learning contracts here. In addition, make sure the course is added to your learning agreement (either beforehand or in the updated agreement in the next progress report).
